Context

Landcare NSW is the peak body of community-led conservation and natural resource management in NSW. With up to 3000 Landcare Groups and 60,000 volunteers, Landcare NSW is the conduit between local Landcare communities and funders and decision-makers, supporting local Landcare communities by providing resources and representation.

The Program Manger role is funded under the NSW Landcare Program, a $59 million NSW Government-funded program to be delivered over the next four years 2023 – 2027.

The ultimate purpose of the Program is to “equitably deliver support and resources that empowers Landcare volunteers, leading to the achievement of landscape, community and industry goals”.

The Program Manager will play a key role, working alongside our Government Partners Local Land Services (LLS) to co-manage, co-design and co-deliver the Program. The role will also work closely with the Joint Management Committee (comprising key Landcare and LLS staff) to steer the project direction and ensure that it is achieving its desired outcomes.

The ongoing NSW Government investment into the NSW Landcare Program and other large-scale projects has enabled the continued success of the organisation. Landcare NSW & LLS partners with over 50 organisations including hosts who collectively, directly employ a total of approximately 100 staff including 83 Landcare coordinators across NSW and a small corporate team, which facilitate support to local and regional volunteers. Landcare NSW and its member groups, contribute to the employment of 30,000 people including contractors, administration, support, and services in small businesses, and generates total revenues from grants of more than $30m p.a., including the NSW Government-funded NSW Landcare Program. Surpluses from the movement are invested directly back into regional NSW making it unique to the landscape management and ecosystem services service delivery market.

Key Responsibilities

      • Provide strategic direction for the Landcare Enabling Program 2023-2027, coordinate and oversee the operational delivery to ensure it achieves the Program objectives.
      • Manage the Landcare NSW Enabling Program staff members in accordance with WHS, code of conduct and funding deed requirements.
      • Manage and administer the contractual arrangements with Local Land Services to ensure effective monitoring and administration of contracts, adherence with program/project requirements and consistent and acceptable quality of service and support is provided.
      • Oversee functions and services of the Landcare Enabling Program including planning, budgeting, communications and reporting with the goal of maximising business efficiency and effectiveness and increasing self-sustainability for Landcare NSW.
      • Work in a complementary manner with LLS Program Manager to co-deliver the outputs of the NSW Landcare Enabling Program.
      • Undertake evaluation of the Landcare Enabling Program and ensure deliverables of the funding deed including financial reporting, MERI milestones and staff reporting are submitted to a high standard and on time.
      • Engage with LLS, Landcare Program hosts and coordinators & other stakeholders to deliver Landcare and Enabling Program outcomes and ensuring an open and proactive flow of management information.
      • Facilitate the resourcing, design and execution of operational projects (including Digital Landcare, Community of Practice and the Shared Services Hub) across the State in line with Landcare Enabling Program outcomes.
      • Develop effective relationships with industry stakeholders, brokering partnerships and seeking industry insight to inform and shape program design and project development.
      • Attend the joint management committee meetings and other meetings with Local Land Services to co-deliver the Landcare Enabling Program effectively and efficiently, to share knowledge on best practice and to reduce duplication of resources.

Previous Experience

      • Proficiency in project management, including budgeting, forecasting, resource allocation, risk management and management of a project teams.
      • Proven history of managing complex multi-year projects and programs.
      • Extensive stakeholder engagement experience with the ability to navigate and understand the viewpoints of volunteers, hosts, committees, funding bodies and Government departments.
      • Proven leadership experience and excellent communication, interpersonal, relationship building, public speaking and conflict resolution skills.
      • Working experience, and certification in Project Management and a detailed understanding of Project management of software.
      • Sound understanding of at least one Project Management methodology, and five years’ experience using standard project management systems.
      • Experience in managing teams, including coaching, mentoring, and performance managing remotely.
      • Tertiary qualified in agricultural, environmental science, or related field.
      • Proven business management experience would be highly regarded.
      • An understanding of or experience with working in the Not-for-Profit Sector and government grants processes would be highly regarded.
      • Experience working with Landcare and/ or similar grassroots community-led movements would also be highly regarded.

Education

      • Qualifications in project management and/or business management.
      • Qualification in and a sound understand of at least one Project Management methodology.
      • Tertiary qualified or equivalent in agricultural, environmental science or related field.
      • Qualifications in business management would be highly regarded.
